COVID-19 Resources & Grants
On March 13, 2020, President Donald J. Trump signed a proclamation declaring the novel coronavirus disease (COVID-19) outbreak a national emergency beginning on March 1, 2020. The Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, was signed by President Trump on March 27, 2020, authorizing the allocation of funds to respond to the growing effects of this historic public health crisis. On April 2, 2020, the Department of Housing and Urban Development (HUD) allocated Community Development Block Grant COVID-19 (CDBG-CV) funds to the City of Moore in order to assist in the prevention, preparation for, and response to the Coronavirus (COVID-19).
Programs and assistance available to Moore Residents are listed below. These programs are funded by the CARES Act to aid in relief of COVID-19.
The mission of Aging Services, Inc. is to enhance the lives and dignity of Cleveland County senior adults and provide programs, services, and referrals that assist and promote healthy independent living.
Residents who are at least 60 years of age and found to be homebound as a results of an in-home assessment conducted by an Aging Services, Inc. employee will be provided with a hot home delivered meal five days per week. The delivery of the meal will also serve as a check on the well being of the senior adult.

Catholic Charities of the Archdiocese of Oklahoma City, Inc. provides a Rental Deposit Assistance program that allows clients experiencing homelessness to secure housing. In order to qualify for the Rental Deposit Assistance program, the client must have sustainable monthly income or possess any type of housing voucher.

Central Oklahoma Community Action Agency’s Rental Assistance Program covers one month's rent, contingent upon landlord approval of the payment. The funds requested will help Moore residents with their rent, allowing families to allocate their resources toward other essential needs such as food, prescriptions, and other bills. In some cases, this assistance can prevent families from being evicted from their homes.
The mission of Central Oklahoma Community Action Agency is helping low-income individuals and families avoid crisis situations in two ways; meeting emergency needs first, then helping families gain self-sufficiency through supportive case management and partnerships with other social service providers.

Since 1979, the Metropolitan Fair Housing Council has served as the only full-service, 501(c) (3) private nonprofit, qualified fair housing enforcement and advocacy organization in Oklahoma. They provide fair housing enforcement resources to alleged victims of housing discrimination; respond to consumer complaints of unfair treatment from the housing industry, conduct fair housing/fair lending education and outreach training for consumers, housing providers, public and private organizations and conduct counseling and mediation services to promote equal housing opportunity.
Metropolitan Fair Housing Council can assist with the following:
- Counsel tenants from Moore facing evictions of their rights and remedies under the Oklahoma Residential/Non Residential Landlord and Tenant Act and get residents connected with COVID-19 Resources.
- Counsel Landlords from Moore who voluntarily agree to mediation services, on information of their rights and remedies under the Oklahoma Non Residential Landlord and Tenant Act and get residents connected with COVID-19 resources.
- If mediation fails, provide legal resources via Metro Fair Housing Counsel's Legal Assistance Program to include emergency eviction intervention court.

Moore First United Methodist Church was awarded funding for the Five Loaves Food Pantry which provides food boxes to those in need. Residents complete a basic information sheet for records keeping. Based on this information, they receive a box of food tailored to their household size. The pantry operates twice weekly, on Sundays from 1:30 PM to 3:00 PM and on Wednesdays from 3:00 PM to 5:00 PM, with additional availability by appointment.

St. Vincent de Paul provides utility assistance to residents toward bills that include ONG, OG&E, and the City Water Bill. They also provide rental assistance toward the Oxford House, for those just getting out of a rehabilitation facility and need a stable place to live. There are four Oxford Homes in Moore.

The Virtue Center will provide outpatient treatment for substance use disorders, problem gambling and co-occurring mental health challenges. By providing treatment in an outpatient setting, the clients can remain at home and employed throughout their recovery journey. They Virtue Center provides trauma-informed, gender sensitive, age appropriate and culturally competent treatment. Each client develops an individualized treatment plan with their therapist. The treatment plan consists of a variety of services that are best suited to assist the client on their path to recovery. The Virtue Center collaborates with many of the social service agencies in the area as well as city, county and governmental agencies to meet the needs of the clients.
